In 1967, he graduated from St. Anselm's Abbey School. In 1971, he graduated from Villanova University, and in 1975 he graduated with a Master of Public Administration and Juris Doctor from Harvard University.
Trivia
In 1990, he received attention for refusing to greet South African President Nelson Mandela during his tour of the United States, which included a stop in Miami. He was in disagreement with Mandela's comments in which he referred to Cuban President Fidel Castro as a "brother in arms." He has run under the Democratic Party.

He is the ninth child of 14 siblings. His spouse is Rita Suarez, and they have four children together. They are grandparents to 11 children in total.
