Lawyer who was best known as the United States attorney for the Southern District of New York, a position he held from 1921 to 1925. Prior to his appointment, he had worked as a lawyer and judge for two decades. He served on the Nebraska Republican State Committee and the Republican National Committee.

He studied at the University of Nebraska and graduated in 1897. He did graduate coursework in Munich, Germany.
Trivia
He fought in World War I as commander of the Harlem Hellfighters, which was part of the New York Army National Guard. He was also a big game hunter in Africa that donated his trophies to The Museum of Natural History. He brought back live polar bears for the Bronx Zoo after one of his excursions.

He was born in Nebraska to senator Monroe Hayword Jane Pelton. From 1901 to 1912, he was married to Sarah Coe Ireland. In 1919, he married Mae C. Plant. Brooke Hayward is his granddaughter.
