He was born and raised in Lima, Peru. He was born Víctor Andrés García Belaúnde. His great-grandfather was a three-time interim President of Peru in the 1860s. His grandfather was a President of the United Nations General Assembly, and his uncle was a twice-elected President of Peru. His brother José Antonio García Belaúnde served as the foreign minister and another brother, Domingo García Belaúnde, is a prominent lawyer and constitutionalist.
