He served in the House of Representatives Electoral Tribunal from 2001 to 2003. He represented Laguna's 2nd District in the Philippine House of Representatives from 2004 to 2013.

He was born in Manila, Philippines. He is the son of Joaquin Chipeco Jr., a representative from Calamba. His full name is Justin Marc San Buenaventura Chipeco.
