She was born in Kokand, Uzbekistan. She is the eldest daughter of Uzbek president Shavkat Mirziyoyev. She has a younger brother named Alisher. Her sister Shakhnova is also a public servant and holds a mid-level post in the ministry of pre-school education. In 2020, Shakhnova's husband, Otabek Umarov, was named head of Uzbekistan's Mixed Martial Arts association, a move applauded by Roy Jones Jr. and Steven Seagal.
