Politician and lawyer who served as both a US representative and a US senator. As a democrat he supported welfare programs and civil rights but he also voted for higher military spending to thwart the Communist regimes. From 1963 to 1981 he served as Chairman of the Senate Committee on Energy and Natural Resources.

He attended Stanford University for undergrad and later obtained a law degree from the University of Washington.
Trivia
He once served as chairman of the Committee on Interior and Insular Affairs. He was once considered for the vice presidential ticket but was passed over. He unsuccessfully ran for the Democratic presidential nomination in 1972 and 1976. He passed away while still in the Senate in 1983.
